航空军事运输保障体系建设发展研究

Research on the Construction and Development of the Military Air Support System

从顶层设计、运行机制、保障装备、技术标准等方面分析了我军航空军事运输军交保障中存在的问题。对提升航空军事运输保障能力给出了:明确发展思路,构建航空军事运输保障体系;优化资源配置,建立统一顺畅的运行机制;规范技术流程,确立科学高效的保障模式;注重配套适用,形成系统完善的保障平台等。并提出了近期急需开展的几项具体工作,为航空军事运输保障体系建设发展研究提供了借鉴。

The current problems of our army in military air transportation and military air traffic support are analyzed in the paper from the angles of integer design,operation mechanism,support equipment and technical criteria.To improve our military air transportation support capability,put forward in the paper are some useful proposals,which include clarifying our thinking way of the development of our military air transportation support and establishing the military air transportation support system;optimizing the distribution of resources and building up the unified and smooth operation mechanism;standardizing the operation processes and establishing scientific and efficient support modes;focusing on the practicality and integration of military air transportation support resources to form a perfect support platform,etc.A few specific urgent tasks,which need to be performed recently,are also put forward in the paper.The paper may serve as a useful reference for the construction and development of our military air transportation support system.
