On Ancient Chinese Monarchs' Recessive Restraint and the Proposal of Reign

在中国古代历史中,君主制虽绵延了数千年,但君主并未完全获得一种彻底凌驾在各阶层之上的决策力量,相反,在一定程度上要受到来自于各方面的权力隐性制约,其中主要有来自君主个人能力、敬天思想的制约。这一系列隐性制约扮演了限制君主专制的角色。所以,中国古代的君主制度并非严格意义君主专制,而是介于君主立宪和君主专制之间的一种特殊政体,是一种有别于西方君主专制的君主统治。

In ancient history of China,monarchism lasted for thousands of years.But the monarch was not rendered the decisive power overwhelming every social class.On the contrary,to some extent,it is restricted by various recessive powers,in which the monarch＇s personal competence and his worship of heaven are principal.These series of recessive restraint played the role of autocratic monarchy.So the paper points out that the ancient Chinese monarchism is not autocratic monarchy exactly,instead,it is a special regime between constitutional monarchy and autocratic monarchy,rather different from the western reign.
