药物和药品分别是学科上的概念和管理上的概念,两者既有联系,又明显不同,因此而衍生的药物不良反应和药品不良反应也既有联系,又有区别。新药既有学科上的概念,也有管理上的概念,管理上的概念可因不同的管理者而有差异。

Medicine and drug are subject-based concept and management-based one,respectively.They are not only related and but also obviously different.So are the adverse reactions derived from them.New drugs have both the subject-based concept and management-based concept.The management-based concept may vary because of different managers.
