摘要
文章在介绍中国医疗救助与基本医疗保险制度及运行现状的基础上,运用公平理论,从横向公平与纵向公平两方面探讨二者衔接的必要性,以实现卫生筹资、卫生服务利用以及卫生健康状况的公平,并提出制度衔接的三个层面与"三步走"发展路径。
Based on the introduction of medical assistance and basic health insurance system,this article discussed the necessity of their combination with the equity theory and the possibility of realizing health financing equity,health service equity and health condition equity.It also proposed three levels and ＂three-step＂development approach to the combination.
