第二轮县志国内贸易编的结构与内容——以《萧山市志·国内贸易》编的构思为例

首轮修志是在部门行政管理体制下进行,饮食业、旅馆业、服务业等归属商业,当时县志所记出口商品是以收购为主,故将对外贸易归属商业设立《商业》编。第二轮修志,商业已分拆国内贸易和对外贸易,各地志书国内贸易门类标题多样,有《商业.饮食业.服务业》《贸易业.餐饮业.服务业》《商业.服务业》《商贸服务业》,还有并列《国内贸易业》、《社会服务业》两编。中篇体的《萧山市志》根据国内贸易部《城市商业网点建设管理规定》精神,参照各地第二轮县志和篇目,设置《国内贸易》和《对外和港澳台经济贸易》两编。《国内贸易》编包含商业、住宿业、餐饮业、居民服务和其他服务业。居民服务和其他服务业包括居民服务业、市场交易中介服务业和其他服务业。按照"事以类从,类为一志"的分类原则,依次设置《商业经济体制改革》《商业网点》《商品市场》《经济类型》《商品经营》《粮油经营》《住宿业、餐饮业》和《居民服务和其他服务业》8章,谋篇体现了时代特征。

During the second round of local records compilation, foreign trade has already been taken out of the commerce section, and there are various titles for the internal trade category in local records, such as 'Commerce·Catering Industry·Service Industry', 'Trade Industry·Catering Industry·Service Industry', 'Commerce·Service Industry', 'Commerce and Trade and Service Industry', and the parallel arrangement of 'Internal Trade Industry' and 'Social Service Industry'. Xiaoshan City Records take the middle-size chapters and sections arrangement format and follow the spirit of 'Management Stipulations on Urban Commerce Network Construction' from the Ministry of Internal Trade, referring to county level local records from various places and their chapters and sections setup compiled during the second round of local records compilation, and set up the two sections of 'Internal Trade' and 'Economy and Trade with Foreign Countries and Hong Kong, Macao, and Taiwan'. The 'Internal Trade' section includes commerce, hotel industry, catering industry, resident service and other service industry. Resident service and other service industry include resident service industry, market trading brokerage service industry and other service industry. Following the classification principle of 'events come under a category, and a category becomes one record', we set up 8 chapters respectively on 'Commercial Economic Structural Reform', 'Commercial Network', 'Commercial Market', 'Economic Types', 'Commercial Operation', 'Grains and Oils Operation', 'Hotel and Catering Industry', and 'Resident Service and Other Service Industry', the layout of which reflects the features of the times.
