摘要
小产权房是集体村民与地方政府利益集团博弈的结果,但是这个结果带来的是租金耗散和土地的低效率,并未产生帕累托改进的理想效果。要从根本上解决小产权房问题,需要在土地利用相关者之间明晰产权,从财产权益、利益结构和制度设计上给予全面考虑。
The house of small property right is a outcome of collective villager and local government of the game, but the result is rent dissipation and low efficiency of land, and did not have a Pareto improved. In order to fundamentally solve the problem of the house of small property right, clear property rights of land users is in need, property rights, we need give full consideration to property rights, the interest structure and system design.
