科学开发海岛资源 拓展蓝色经济发展空间

Scientifically Exploiting Island Resources,and Providing Room for China's Blue Economic Development

海岛是兼具政治权益、资源经济、国防军事和生态环境等多位一体功能的重要海上疆土,战略价值十分突出。海岛资源开发利用和保护是海洋经济发展的重要方面,可以有效拓展我国蓝色经济发展空间。当前,我国海岛资源开发和管理中还存在众多亟待解决的问题,其深层次原因主要集中在思想认识因素、综合国力因素、人口资源因素、经济利益因素四个方面。科学开发海岛资源,发展海岛经济要从法制政策、基础设施、信息数据、生态环境和信贷资金五个方面进行重点保障,优化升级海岛传统产业,发展海岛循环经济,打造海洋高新技术产业和深海经济发展基地。

Islands are the important maritime territory with functions of political rights, resources economy, national defense, and ecological environment, and therefore their strategic value is very conspicu- ous. The exploitation and protection of island resources is an important aspect of marine economic develop- ment, and can effectively provide room for Chings blue economic development. At present, there are still many problems to be solved in the development and management of China＇s island resources, and the un- derlying reasons include ideological understanding, comprehensive national strength, population resources and economic benefits. Scientific exploitation of island resources and development of island economy should be guaranteed from five aspects, namely legal system and policy, infrastructure, data information, ecologi- cal environment and credit funds, and should be realized by optimizing and upgrading island traditional in- dustries, developing island circular economy and marine high-tech industries, and establishing deep-sea economic development bases.
