On the Bottleneck Issues and the Solutions in Socialist Legal Construction

今年"两会"上,吴邦国委员长宣布中国特色社会主义法律体系已经形成,标志着我国民主法制、依法治国基本方略的实施进入了一个新的阶段。法制基础薄弱的中国用了短短三十年就建立了一套较完备的法律制度,可谓可喜可贺。但是,我们也应该看到,我国社会主义法治建设过程中存在的法律意识淡薄、职业素养不高、法制规模较小和法律质量不佳等亟需解决的问题,已经严重影响了我国法治建设的进程,应该提上法治建设攻坚阶段的日程了。

At this year＇s ＂Two Congresses＂, Mr. Wu Bangguo, Chairman of the Standing Committee of the National People＇s Congress, announced the establishment of socialist legal system with Chinese characteristics, signifying a new era in the implementation of the basic state policy of legal governance. It＇ is a jubilant event that China, starting low, builds a legal system in only thirty years. However, it should also be observed that during the process of socialist legal construction, various problems occur, such as inadequate legal awareness, low professional skills, small legal scales and bad legal qualities. These bottleneck issues have seriously affected the legal construction and must now be given emphasis in the legal construction agenda.
