基地烟叶工商交接等级质量的提高途径探析

Analysis of improvement on the quality of tobacco industry from base and commerce way of the transfer

近年来,卷烟工业企业采购的烟叶主要来源于联办烟叶基地,提高基地烟叶工商交接等级质量是保障原料水平的关键,也是推动卷烟上水平的基础。通过对烟叶工商交接中存在的等级质量问题进行分析,提出加强分级技术培训,提高烟叶分级技能;加强政策调控,控制上等烟、中部烟收购比例;工商共同参与收购质量巡检,平衡站点间的等级质量;实施密码收购,维护正常的收购环境以及提倡诚信经营等途径,以期达到提高基地烟叶工商交接等级质量的目的。

In the recent years, the tobacco leaf purchase of cigarette industrial enterprises mainly from the base of the Liaison Office, improving the transfer of base level of quality tobacco industry and commerce on the level of material support is an important guarantee to promote cigarettes on the basis of the level.The paper analysised the quality of levels in the business transfer,and took some suggestions： strengthen the technical training of classification and the skills levels of tobacco; strengthen the policy control,the tobacco quality,the ratio of central acquisition tobacco; participate in the acquisition of quality inspection, balancing the level of site quality; implement the password acquisition, maintenance of normal acquisition environment; and promoting the honesty and other channels in order to improve the transfer of base level of quality tobacco business purposes.
