统筹城乡背景下农民工住房保障问题研究——以河北省为例

Study on supply and demand of housing security for peasant workers overall urban and rural——In the case of Hebei province

农民工作为游离在城市和乡村的特殊人群,虽然为城市的建设和工业的发展做出了重要贡献,但长期以来却被城市住房保障制度拒之门外。农民工住房难、住房条件差问题凸显,严重制约着城乡一体化的进程与和谐社会的构建。通过对河北省农民工住房现状及需求的调查与实证分析,认为廉租房保障制度是现阶段解决农民工住房问题的有效途径,并剖析廉租房制度应用于农民工的制约因素,从廉租房的管理制度、供给模式、供给途径等角度提出建立健全农民工廉租房制度的政策建议。

Peasant workers as special populations from urban to rural, constructed to city＇s and industrial development, but have been long shut out of urban housing security system. The problem on housing difficulties of peasant workers highlighted and restricted seriously the process of urban-rural integration and harmonious society. Through survey and empirical analysis of housing situation and needs for peasant workers in Hebei province, this article held that public housing security system was an effective way to solve the housing problems of peasant workers at present, and analyzed the constraints of existing housing system for peasant workers, finally policy recommendations for the establishment of public housing were put forworded from the view of management system, supply patterns and supply of public housing and so on.
