摘要
大科学时代,重大科技计划是前沿科学和高新技术研究的重要组织方式,组织实施重大科技计划是提升国家竞争力的战略举措。本文基于目标成果形式和技术发展阶段对国内外若干重大科技计划分类,并分析类别特征,结合典型案例剖析重大科技计划的组织管理模式,对我国科技重大专项的组织实施提出建议。
At big science times,Major ST Project is one of the main organizations which develop leading science and high technology.Managing and implement Major ST Project is a strategic step to improve national competitiveness.In paper,main Major ST Projects which have carried out in domestic and overseas are classified according to objective and resulting form or technology developing stage.Various types of Major ST Project's characteristics are analyzed.Typical organizing and managing modes of Major ST Project are dissected based on typical cases.At last,some viewpoints of the National ST Major Projects of China are suggested.
