摘要
利用区间数来描述流域初始水权配置系统的不确定参数,在系统总的资源约束限定的条件下,从最优系统设计的角度建立了决策信息不确定条件下的流域初始水权De Novo规划模型,引入系统结构方程对初始用水权和初始排污权的分配方案进行优化,实现流域初始水权配置系统的整体最优设计。最后,通过算例分析验证了该模型的有效性。
This paper presents the uncertain parameters in the allocation system of initial water right of watershed by a interval approach.And it constructs the uncertain De Novo programming model of initial water right allocation system of watershed from the perspective of the optimized system design in the condition of limited resource constraint,and optimizes the distribution scheme of initial water right and initial emission right through introducing the system structure equation,and optimizes the design of the allocation system of initial water right of watershed.Finally,it verifies the effectiveness and feasibility of this model through a numerical example.
