摘要
为解决灌区综合评价时多个灌区综合评价值接近或一致而难以区分的问题,运用拉开档次的递阶综合评价方法对灌区节水改造项目进行综合评价。并以陕西省关中地区4个灌区为例进行了评估。应用结果表明,拉开档次的递阶综合评价方法不仅可以对多个灌区节水改造项目总体目标实施情况拉开档次进行区分评价,也可以对不同灌区各分层目标实施情况拉开档次进行区分考察,说明拉开档次的递阶综合评价方法应用于灌区节水改造项目评价是可行的,能够得出理想的评价结果。
In order to solve the problem that comprehensive evaluation value of water saving reconstruction of irrigation district is same or close, the Hierarchical Comprehensive evaluation method based on Scatter-Degree is used to evaluate water saving reconstruction of the irrigation district, and four irrigation districts in shaanxi guanzhong area are took as study example. The results show that the Hierarchical Comprehensive evaluation method based on Scatter-Degree can not only evaluate the general goal implementation of different irrigation districts by Scatter-Degree, but also evaluate stratified goal implementation of different irrigation district. This shows that it is feasible for the Hierarchical Comprehensive evaluation method based on Scatter-Degree being applied for the evaluation of water saving reconstruction in irrigation district, and can obtain ideal evaluation result.
