摘要
近年来房价高涨,投资人将购房作为投机工具。有相当资金用来炒房,主要是由住房保障体系不健全,有效投资方式缺乏,房地产投资预期收益高,地方政府的纵容,开发商的贪婪,金融市场和人力流动让炒房不再受地域限制,现行的房地产税制存在缺陷等共同作用的结果。针对上述问题,逐一提出国家应转变政策取向,制订《住房保障法》,拓宽投资渠道,严厉打击房市中的投机行为,采取货币政策控制房价,抑制炒房的税收措施等解决办法。
In recent years, the price of property ever rising, the investors treat the property purchasing as a speculative tool. The reasons for the funds tending to real estate speculation are non-perfect housing security system, the lack of effective invest method, the high earning of the real estate investment, the connivance of local government, the greedy of developers, the non geographical restrictions for financial market and human resources and tax deficiencies for real estate. In response to these questions, the government should change the policy direction, formulate housing security law, broad the investment channel and crack down on speculation in the housing market by using monetary policy to control prices and taxation policy to curb price.
