摘要 作为一种新兴公共部门人力资源管理模式,政府雇员制在中国一些地方政府人事行政改革中得到了有益尝试。从政府雇员制内涵切入,在描述了地方的实施状况,以及阐释其实践意义的基础上,探讨了当下中国试行政府雇员制还面临合法性危机、雇员角色冲突、制度推广乏力和配套改革滞后等诸多困境。破解政府雇员制实践困境,亟需注意以下基本理路:即完善相关法律制度、开展职业伦理培训、引入政府绩效管理和精简机构与冗员等。由此,政府雇员制才能实现其旨归。 As a new civil service appointment and management system in China,government employee system is a useful attempt of personnel administration reform in some local governments.Based on the connotations of government employee system and local practices,the paper has pointed out quite a few plights of domestic practices such as crisis of legitimacy,conflict of employee role,difficulty in promoting the system and assorted reforms still lagging behind.Judging from China's realities and the plights mentioned above,the paper has put forward several countermeasures—improving the relevant laws and regulations,developing work ethics training,introducing performance management,downsizing government agencies and redundant personnel and so on,whereby the system of government employees can realize its aims set originally.
