国外公共服务网络治理研究述评及启示

A Review on Foreign Public Service Network Governance and Its Implications

随着经济社会的发展,公共服务供给水平已引起各级政府高度关注,提供优质高效的公共服务成为我国服务型政府建设的重要目标之一。采用文献回顾和比较等研究方法,以公共服务网络治理的内涵、治理结构、治理机制等为研究对象,详细评述了国外现有研究对什么是公共服务网络治理的理解,以及如何进行网络治理的实践,并以此为我国提供启示与借鉴,即:我国公共服务改革须以网络治理理论为基础,关键是要处理好多元主体间的责任关系,通过使用商议和信任等机制平衡各利益相关者的利益与诉求,实现公共价值。

With the development of economy and society,governments at all levels have paid great attention to public services in that one important goal of a service-oriented government is to provide public services of excellent quality and high efficiency.Targeted at the connotation,structure and mechanism of public service network governance,this paper uses such methods as literature review and comparison to review in detail how the existing research abroad understands public service network governance and how the public service network governance is implemented.Such a review may lead us to the following implications and lessons,namely,in order to realize the public value,it is suggested that our public service reform should base itself on the theory of network governance,handle well the responsibilities of multiple subjects,and apply such mechanisms as negotiation and trust to balance the stakeholders＇ interests and aspirations.
