The idea of constructing the special economic zone of Horgos which was proposed by the CPC central committee and the state council in the new history background of Xinjiang opening to the west has risen to the national strategy.By means of analyzing the important significances and comparative advantages of constructing economic zone of Horgos,the paper puts forward some suggestions of how to construct it.
