破解“信访不信法”路在何方

Ways to Solving the problem of preferring Petition to relying on Law

信访是民众维护自身权利的正常合法行为,虽然它不是解决民众诉求的根本路径,但在当前的体制下,仍是维护社会正义的重要防线。至于"信访不信法"现象的产生主要是官员不作为或乱作为的结果,应该是政府官员而不是民众对它负主要责任;司法过程本身存在的诸多不足也是民众信"访"超过信"法"的重要原因。当前要缓解"信访不信法"现象最根本的出路在于党依法执政、政府依法行政,司法机关公正司法,共同建设法治国家。

＂Petition＂ is normal and legitimate behavior for citizens to safeguard their rights.It is not the fundamental path to satisfy citizen demands,but in current system,is still an important defence line for social justice.Preferring petition to law is mainly a result that officials do not act or act improperly and government officials should bear primary responsibility,not the citizens.Many deficiencies in judicial process are important reasons for citizen to prefer petition rather than to laws.To alleviate the problem,the most fundamental path is to reinforce governance on laws including that CPC should hold reins of governance,government administration should be conducted according to the law,and judiciary administration should be impartial.
