“十二五”期间深化中国国有企业改革的路径选择

To Choose the Path of Deepening the State-Owned Enterprises Reform in the "12th Five-Year Plan" in China

国有企业在经历了三十多年改革后的今天,取得了令人炫目的成绩,但是作为其所有者的民众却并没有享受到改革的成果。国有企业在收入分配方面反而使民众的利益受损,在保障社会就业、食品安全、公共事业安全等方面扮演不好的角色。无论从经营绩效角度、产权关系角度还是竞争的公平性角度而言,深化国有企业改革都势在必行。因此,应该重新确认全体人民对国有企业的所有权,解决所有者虚置问题;建立起全国国有资本经营预算制度,对国有企业的收入分配制度进行改革,提高其真实的经营绩效,保证国民经济顺畅发展。

Today,state-owned enterprises have made a stunning achievement after more than thirty years experience reform,but as its owner people did not enjoy the fruits of reform.The state-owned enterprises make public interests loss in the income distribution.They play a bad role in the social employment,food safety,public safety and other aspects.To deepen the reform of state-owned enterprises will be imperative,no matter from the angle of view of the relationship between the operating performance,property or the fair competition perspective.Therefore,We should reconfirm all people on the ownership of state enterprises,solve possessory dummy problems,To establish a national system of state-owned capital management budget,reform the state-owned enterprise income distribution system,improve the actual operating performance and ensure the smooth development of national economy.
