In the background of mass education,from brief history of the higher vocational education development,we discuss regulations between connotative development and extensive development.How to choose,establish and execute the develoment models of higher vocational education,the process is full of dynamics,systematics,science and creativity.In order to innovate the sustainable development,higher vocational education should suit our measures to differing conditions in terms of locality,time,issue and persons involved.
