Controversies are common concerns of sociology of science and social study of technology. The process of dealingwith controversies to seek a closure always means a construction process of fact. Focusing on standardization, a typical institutionalapproach to achieve consensus, as a cut-in point to study technological controversy, this research traces a controversy case of'F-Filter' based on the Access-Controversy-Translation Model raised by Junbin SU (2008) . 'F-Filter' Case indicates that the'meso-standard' shared among members of A Working Group is a precondition based on which controversy proceeds and getsclosured. After analyzing the factors that constitute the meso-standard of A Working Group, the author points out that the socialconstruction process should be interpreted by the continuing interaction between human and non-human actors.
