摘要
教育具有维护社会安定和提高国民整体素质的双重作用,构建以培育公民为核心的社区教育可作为缓解社会冲突、创新社会管理的路径之一。它既有利于建设一个既充满活力又和谐稳定的公民社会,也有利于加强社会主义民主政治建设。以培育公民为核心的社区教育具有三个主要任务:一、鼓民力:提升民众的学习能力和就业能力;二、开民智:培养民众的民主精神;三、新民德:培养民众对自我、社会和国家的责任感。
Education has two functions which are maintaining the social stability and improving the overall quality of the country.In order to alleviate social conflicts and innovate social management,we should carry out a new community education whose core value is citizen training.It will contriute to build a dynamic,harmonious and stable civil society,and will also strengthen socialist democratic politics.There are three main tasks of community education：first one is to enhance people＇s learning ability and employability,second one is to cultivate the spirit of democracy,and the third one is to foster a sense of responsibility of self,society,and the country.
