摘要
实施国家基本药物制度,减轻了群众就医负担,给群众带来实惠。在贯彻基本药物制度时,也遇到了一些问题,例如以省为单位的基本药物集中采购价格较高,财政补偿办法、补偿渠道不明晰,基本药物目录中的药品不能满足基层医疗机构用药需求,基本药物配送不及时,政府监管不到位等问题。针对出现的问题,提出解决意见和办法,以期为更好贯彻落实国家基本药物制度提供参考。
Implementing the national basic medicine system reduces the expenditure to go see a doctor, brings the actual benefit to the people. But when implementing the system, we meet some problems, for example partial drugs centralized purchase price are more expensive than the former purchase price, the finance compensation measures and channels are undefined, the basic medicine variety cannot fulfill the requirement of the basic medical institutions, the delivery of basic medicine is not in time, the government regulation is in low degree and so on. In view of these problem, some resolution strategies are put forward, in order to provide reference for implementing the national basic medicine system better.
