贵州以社区为本的水资源管理模式研究

Community-based Water Management Model in Guizhou

贵州水资源利用效率低和水危机产生的根本原因,除了特殊的自然因素外,很大程度上也归因于缺乏有效的水资源高效配置和水资源管理模式。贵州地区传统的水资源管理模式必须要改革和创新,才能科学、合理利用水资源,从而实现经济、社会和生态环境可持续发展。本研究以社区为单元,探究出了以社区为本的水资源管理模式是贵州喀斯特地区水资源体制改革的重要方向。

The root cause for low water use efficiency and water crisis in Guizhou Province not only is the water shortage, but also is due to lack of an effective and efficient system for allocation of water resources and water management model. The traditional management model for water resources in Guizhou province must be reformed and innovated to use water resources scientifically and rationally, thereby achieving sustainable development for economy, society and ecological environment. Using community-based management method to find out that the community- based water management model is an important direction for reform of water resources system in Guizhou karst area.
