摘要
目前中国企业分配中存在的突出问题是:国际资本挤压中方收入,外资企业净产值中工资和税收比例逐年下降,利润比例逐年提高;利税侵蚀工资;最低工资标准偏低,误被一些企业当作实际工资基准;工资集体协商办法不完善。要重新认识劳动力低成本,依法维护工人收入权益,争取合理的工资待遇;缓释和消除国际资本对中方收入的挤压,力求国内要素和国外要素平等合理参与企业收入分割;防止和抑制利税对工资的侵蚀,努力实现利润、税收和工资同步协调增长,各种利益主体合理分享发展成果;完善最低工资制度和指导线政策;改进工资集体协商办法。
Some problems has stood out in the distribution within Chinese enterprises.The international capital squeezes Chinese revenue.The proportion of wage and tax in foreign enterprises have been declining with that of profit increasing each year.The profits and taxes cut wages lower.The minimum wage standard is low and mistaken by some enterprises as the base of actual wage.The method of collective wage negotiation needs improvement.We should re-evaluate the low cost of labor,safeguard workers' income rights,and win reasonable wages for them.We need to release and eliminate the pressing of international capital over revenues for China,strive for the equal and reasonable income distribution between domestic and foreign factors.Measures are needed to prevent and restrict the erosion of profit and tax into the wage,with a coordinated growth and reasonable sharing of development fruits among various subjects of interests.This will have to be related to the improvement of the minimum wage system and its guiding policies,as wellas that of the way of collective wage negotiation.
