摘要
"三网融合"在西方国家日臻成熟,然而国内电信及广电的发展仍未突破合作瓶颈。本文运用博弈论方法探索"三网融合"的利益分配问题,以新联通、杭州华数等有代表性的运营商为研究对象,构建出合作博弈状态下Sha-pley值模型,并对"Shapley值风险系数"进行优化;通过分析Shapley"解"和"风险系数",总结出我国"三网融合"的合作困境与合作策略。实证研究发现:我国"三网融合"主体在营运能力及合作风险上存在明显差异,融合进程中需要平衡各方利益,兼顾风险系数高的合作主体。
The essay studied the interests＇ distribution of ＂triple play＂ with the cooperative game theory,built a model of the corresponding Shapley value,and optimized the ＂risk factor of Shapley value＂;Based on the analysis of Shapley value of the ＂solution＂ and the ＂risk factor＂,it summed up the cooperation dilemma and strategy of ＂triple play＂ in our country;then it put forward that it＇s necessary to take into account of the high-risk subject to the cooperation to coordinate the profit distribution.
