摘要
当前,要提高高层次科技人才创新积极性和创新效果,必须科学化物质激励;大力提升精神激励力度,如把"公平"激励放在突出位置,重视自主激励和参与激励、运用事业激励、谨慎处理晋升激励;必须改革不合理的科技评价机制,落实社会化评审制,完善评审细节;也要多方面创建高效的管理机制。
Based on experience analysis, questionnaire investigation, forum access and theory analysis, the author reaches the conclusions as follows : in order to improve innovation enthusiasm and innovation effect of high - level technology talent, we must strengthen scientific substances incentive at present, vigorously upgrade spirit incentive, put priority to " fair" incentive, pay attention to independent incentive and participation incentive, adopt mission incentive, and cautiously deal with promotion incentive ; we must reform unreasonable technology evaluation mechanism, implement socialization of review system, perfect review details, and create highly efficient management mechanism from different channels
