上海市闵行区推进流动人口基本公共服务均等化研究

Research on Equalization of Basic Public Services among the Floating People in Minhang District,Shanghai

上海市闵行区是人口流入大区,在计划生育、就业、教育、医疗、住房等方面推动着流动人口的基本公共服务均等化,取得成就的同时也存在着很多问题,如人口居住证使用率和含金量过低,现有的教育资源配置仍难以满足外来人口大量导入带来的教育需求,土地资源制约居住保障服务等。因此市级统筹、资源整合以及建立完善的信息平台非常必要。

There is a big influx of population in Minhang District.A series of policies and measures have been established to promote equalization of basic public services between transient population and native population in family planning,employment,education,health care and housing,etc.With many achievements during the process,more and more problems are emerging,such as the low using of residence permit,the shortage of existing educational resources to meet educational needs,the scarcity of land resources to meet housing needs.Thus it is necessary for resources co-ordination,integration of resources and establishment of a sound information platform.
