摘要
新公共管理理论在改善西方国家公共管理水平中发挥了积极作用。该理论关于在公共管理中引入竞争机制来提高服务,以顾客为导向改善行政绩效的主张与制度设计,对于指导我国公务员培训体制改革、提高公务员培训质量和效率有着重要的参考价值。推进我国公务员培训体制改革,必须以"顾客"需求为导向重塑培训流程,以有限市场化构建起"一主多元"的公务员培训供给体制,通过转变政府职能,在赋予培训主体更大自主权的基础上,引入市场机制和竞争机制营运公务员培训体系,切实增强公务员培训的效率、效益和效果。
New Public Management as a management philosophy has played a positive role in improving public affairs management in western nations.The theory advocates the introduction of competition and a customer orientation(muck like in the private sector) into public administration to improve cost-effectiveness and performance.This idea holds important reference value for reforming China's civil service training system.We believe reorienting the whole training process according to "customers'" need,establishing a training provision system based on limited marketization and handing more room for autonomy to the training service providers will go a long way towards improving training efficiency and producing better results because of the added competition and market mechanisms.
