摘要
近年来化工行业突发事故频发,凸显了环境风险管理尤其是环境风险控制的研究价值。但是目前化工企业环境风险控制偏重定性描述而缺乏定量分析,因此建立环境风险控制模型具有重要意义。在环境风险控制效果等多个目标的优先级设定和效果、成本等参数的定量表达的基础上,运用多目标整数规划,对备选环境风险控制措施进行选择,实现了预设风险控制效果,同时得到约束变量及风险控制效果实际数值。并以某氯碱化工企业液氯泄漏事故为例,对主要风险控制措施的选择并以此实现风险控制效果优化。
The current environmental risk control in chemical industry focus on qualitative description instead of quantitative analysis, multi-objective integer programming is used to establish the environmental risk control model, in which effect and other objectives are set with priority and the parameter are quantified. An example of a chlor-alkali chemical company is given to show that in condition of chlorine leakage, how to achieve optimal risk control effect through the choice of the main risk control measures.
