基于模糊综合评判的社区应急能力评价研究

Study on Community Emergency Capacity Assessment Based on the Fuzzy Comprehensive Assessment

以应急管理周期为基础,从防灾、准备、应对和恢复4个方面构建了社区应急能力评价指标体系,提出了基于模糊综合评判方法的社区应急能力评价方法,并以某社区为例进行应急能力评估,指出了该社区应急能力需要提高和加强的地方,为提高社区应急管理水平提供参考。

The assessment index system of emergency capacity is constructed from 4 aspects of mitigation, preparedness, response and recovery based on the emergency management cycle, community emergency capacity assessment methods are given based on the fuzzy comprehensive assessment, emergency capacity is assessed for a certain community as a case study. Some improvements are presented, which offers references for community emergency management.
