地市级国资监管机构定位思考

国有资产管理体制改革的核心是建立出资人制度,出资人是否到位、如何到位,这对于国有资产管理体制的有效运行至关重要。地市级国资委设立以来,由于定位模糊、关系不顺、职责不清等诸多因素,使得职能弱化、地位不高、履职困难。完善国有资产监管体系,发挥地市级国资委在地方国有资产监管中的作用,需要从法律层面上定位,从职能上明确。落实出资人制度,上级政府要从行政上予以推动、从业务上给予指导、从发展上给予支持,并且本级国资委要从服务发展和创新监管上下功夫、做文章。

The core of state-owned asset management reform is to establish the financier system in which whether and how the financiers are in place are vital to the effective operation of the system.Since its establish-ment,many factors such as vague positioning,unsmooth relations and unclear obligations and responsibilities have brought about many difficulties in implementing the functions of the system.The relevant law and corre-sponding functions must be made clear to perfect the state-owned property supervision system and exert the role of local city state property management commission in supervising the state property.To implement the financier system,the superior government must attach importance,the higher administrative departments must offer pro-fessional guidance and support,and the local state property management commission should make great efforts to work out approaches for economic development and innovate supervising methods.
