Discussion and Consideration of the Yellow River Water Resources Management System

黄河水少沙多、水沙关系不协调的特点,使黄河水资源管理长期面临复杂和困难的局面,特别是随着流域及沿黄地区经济社会的快速发展,各地区各部门都对黄河提出了较高的用水需求,水资源管理和调度的矛盾更加突出。在总结黄河水资源特点的基础上,分析了黄河水资源管理现状及存在问题,提出应健全流域与区域相结合的水资源管理体制,完善取水许可和水资源论证管理制度,建立科学合理的水价形成机制及水资源循环利用体系、应急调度制度等。

Because of the characteristics of less water and more sand,lack of balance between water and sediment in the Yellow River Basin,the Yellow River is facing long-term complex and difficult situation on water resources management.Especially with the rapid economic and social development and higher water demand required by each sector and each region in the Yellow River Basin,water resources management and regulation conflicts become more prominent.In summing up the characteristics of the Yellow River water resources and based on the analysis of the Yellow River water resources management situation and the existing problems,the paper proposes to improve the combined watershed and regional water resources management system,improve water permits and water resources assessment management system,establish a scientific and rational water price formation mechanism and the water recycling system,and emergency dispatch system.
