摘要
根据分行业大中型工业企业的面板数据,在集成测度研发资本基础上,借鉴Wurgler模型的基本理论,构建研发资本配置效率计量模型,通过分析发现:中国工业行业研发资本配置效率总体较低,且存在显著的行业异质性;金融支持对研发资本的形成影响不显著,但政府支持意愿却有显著影响。依据研究结论从制定科技创新政策,有效提高研发资本配置效率和促进各行业有层次的协调发展等方面提出政策建议。
With the panel data of industrial large-and-medium sized industry enterprises during 2000-2008, an econometric model of R&D capital allocation efficiency is built based on integrated capital measurement and basic theory of Wurgler model. Through analy- sis, it is found that, the R&D capital allocation efficiency of industry enterprises in China is generally low, with significant industry heterogeneity; no significance is found in financial support on R&D capital formulation, yet opposite case for government support. This paper is expected to be a reference for decision-making departments in formulation of technological innovation policies, enhancement of R&D capital allocation, efficiency, and promotion of scheduled and coordinated development in all industries.
