高校图书馆是开展政府信息服务的法定主体之一。但这一点往往被人们忽略,导致高校图书馆在政府信息服务中存在一些缺失,如地位的缺失、社会效用的忽视、立法保障的缺失。高校图书馆应该克服困难,开展政府信息服务,实现其社会价值,即巩固自身的信息中心地位、实现信息资源共建共享以及为社会开展知识服务。
