农村最低生活保障制度是国家和社会为保障收入难以维持基本生活的农村贫困人口而建立的一种社会救助制度,它是农村社会保障制度中的重要组成部分,不仅是对贫困农民最低生活的一种制度保障,还是农村社会保障制度的基础。2007年7月,黔西南州开始建立和实施农村最低生活保障制度。作为一个农村人口占总人口87%的少数民族自治州,要实现经济社会的全面发展,建立和完善农村低保制度意义重大。

Rural minimum living security system is an important part of the rural social security system, which is a kind of social assistance system established by the state and society to protect the population who lives under poverty line and whose income is too low to maintain the basic living in countryside .It is not only a kind of System Guarantee for poor peasants to ensure a minimum standard of living, but also the basis for rural social security system. July, 2007, Qianxinan began to establish and implement minimum security system in rural areas. As an ethnic minority Autonomous Prefecture, 87 percent of the total population is rural, it is of great significance to establish and improve the rural subsistence allowances system to achieve the comprehensive development of economic society.
