抗战前夕山西水灾与民众救济——以民国二十二年阳曲县为例

Flood and its Massive Relief in Shanxi Province before Anti-Japanese War Period——a Case Study of Yangqv County in the 22^(nd) Year of the Republic of China

本文以民国二十二年山西阳曲县发生的水灾事件为例,详细地探究了山西农民自强协会阳曲县水灾救济会进行救济的历史过程。本文认为:在国家出现生存危机的大背景之下,其救灾力量有限,不得已采取分离一部分责任的办法,将民间力量推向前台,使救灾工作得以维系。尽管从空间范围和救济程度来看,民间救济所起到的作用是比较小的,但作为救灾体制走向现代化的一种努力与尝试,其燎原的意义则大得多。

The author uses the flood occurred in Yangqv County of Shanxi Province in the 22nd year of the Republic of China as an example,explores in great detail the historical process of relieving the disaster by Yangqv Flood Relief Society of Shanxi Peasants＇ Self-Reliance Association.The paper holds that a nation can maintain its disaster relief work by dividing up the responsibility among nongovernmental forces and pushing them to the front of disaster relief when the nation is facing the existential crisis.Though the role of nongovernmental relief is limited in scope and degree,its role of setting the prairie a blaze is of great significance as an effort to modernize our relief system.
