摘要
社会管理主体的多元化是社会管理创新的重要内容,是健全社会管理组织体系的重要体现。社会管理主体多元化必将对传统的行政组织理论以及行政组织法产生影响,回应社会管理主体多元化的现实需求,必须丰富行政主体理论,发展行政组织法,以明确多元社会管理主体的法律地位,引导、激励和规范其管理与服务行为,推进行政法治。
The pluralism of social management subjects play an important role in the social management innovation and the social management system. The pluralism of social management subjects should exercise a great influence on the traditional theories of administrative organization and the administrative organization law. To response of the current demand of the pluralism of social management subjects,the administrative organization theory and the Administrative Organization Law should be advanced to definite the legal status of the social management subjects clearly,to guild,encourage and normalize their administration and service behaviors,and to carry out the rule of administrative law.
