From Open Educational Resources to Open Assessment Resources:An Interview with Dr.David Wiley

继前面两期分别对麻省理工学院史蒂芬·卡尔森、纽约大学多尔顿·康利的访谈,本期我们邀请美国杨百翰大学的戴维·威利博士就未来开放教育资源的理论研究和实践进展进行了访谈。戴维·威利(David Wiley)目前是美国杨百翰大学(Brigham Young University)教学心理与技术专业副教授,并兼任该校教师教育和培训促进中心副主任,负责研究方面的工作。威利的职业生涯致力于为所有人增加接受教育的机会,在开放教育资源理论研究和实践探索两方面都非常活跃。威利是犹他州开放高级中学创始人、平世界知识公司(Flat World Knowledge)首席开放官(Chief Openness Officer,简称COO)、开放内容网站(http://Open Content.org)创始人;曾担任犹他州立大学教学技术系副教授、开放和可持续学习中心(the Center for Open and Sustainable Learning)主任;2002年获美国自然科学基金会青年科学家奖(NSFCAREER Award),2009年被美国《快速公司》杂志提名为100位最具创新精神商业人士(也称"全球百大创意人")。目前威利还兼任斯坦福大学法学院互联网和社会中心(the Center for Internet and Society)非在籍研究员、荷兰开放大学访问学者,最近他还被提名为英国开放大学OLNet项目专家组成员。本次访谈,威利博士分享了他目前关于开放教育资源可持续发展能力和长期经济生存能力方面的研究;讨论了开放教育资源内涵的更新及经过十多年发展所面临的创新者困境;探讨了他曾经付出巨大心血和汗水的犹他州立大学开放课件项目(简称USU OCW)关闭的原因;讨论和分析了开放教育资源在美国犹他州基础教育领域的应用,以及开放教育资源对高等教育和远程学习机构未来发展所带来的挑战和机遇;展望了开放教育资源的未来发展,并提出要重点解决知识产权中的授权障碍、促进开放资源评估以检验人们的学习效果等。

In recent years,Open Courseware has become increasingly popular in China.Through interviews with experts in this area,the Journal of Open Education Research gives its in-depth focus on the new development of open educational resources（OER） worldwide.In this issue,Dr.David Wiley from Brigham Young University shares his current research about the sustainability and long time financial viability issues of OER and discusses the Innovator＇s Dilemma of OER faced by the innovator after ten years of development.He further discusses the OER＇s development in basic education in Utah State,and the opportunities and challenges of OER for higher education and distance education in the future.At the end,he suggests that the emphasis of OER in the next decade should be on removing licensing barriers and on further developing Open Assessment Resources.
