现代文化是在传统社会向经济富裕、政治稳定、科技发达的现代社会过渡中形成的,具有鲜明和强烈的引领性、时代性、开放性、创新性、科学性和民族性,是推动社会发展的基本动力。文化引领是大学的重要职能,文化创新是大学的重要职责,推进现代文化建设是大学的神圣使命。大学在现代文化建设中,必须坚持提高文化自觉,增强文化自信;必须坚持强化自身的文化建设,提升文化创造力;必须坚持以社会主义核心价值体系为根本,守住大学文化之魂。大学要始终坚持正确的理论导向,不断强化主旋律意识与阵地意识,不断增强现代文化的引导力,特别是要深入研究和系统回答事关新疆改革发展稳定的重大理论与实践问题。

Modern culture is formed in the transition from traditional society to economic prosperity,political stability and scientific progress, with striking instruction, epochal spirit opening-up,innovation, scientific and ethnic character as motive for social progress. Cultural guide is the important function of college, cultural innovation is the leading obligation of college and the promotion of modem cultural construction is the sacred mission of college. Colleges in the course of cultural construction need to raise cultural conscientious- ness, enhance cultural confidence, intensify their cultural construction and upgrade cultural creative power, stick to socialist core-value system and hold on to the soul of college culture. Colleges must consistently adhere to correct theoretic direction, strengthen socialist theme and battle-ground senses and build up the instruction of modem culture, especially profound research and systematic reply that matter with strategic theory and practice on Xinjiang＇s on-going reform and social stability.
