摘要
在叙述"2008《计价规范》"措施项目意义和有关内容及计价方式的基础上,针对其存在的不足进行分析与探讨,提出铁路建设工程措施项目计价的改进建议,即实行工程实体费用与工程措施费用相分离,将"113号文"中的综合指标、《计价指南》中的综合单价涉及措施项目的费用剥离出来单列为措施项目费,按"2008《计价规范》"4.1.4条的规定计费。同时,将措施项目按是否可竞争分为2种,对于可竞争措施费用中的模板工程列入工程实体费用中。
Based on the narration of measures project significance,relevant measures content and mode of valuation of the"2008 rate standard",its existing shortage is analyzed and discussed.Then,a proposal of improving the railway construction engineering measures project valuation is put forward,namely implement engineering entity cost and engineering measures expenses separation,view the comprehensive index,the comprehensive unit price involves the cost of the project measures in the valuation guide as a single project fee for measures in files no.113 and charge according to the rule in 4.1.4 article of "2008 rate standard".At the same time,according to whether they can compete,the measures project will be divided into two kinds.The template engineering in the cost of competitive measures will be included in the project entity cost.
