残疾人两个体系建设创新研究

The Innovative Construction of the Two Systems for the Disabled

加快残疾人社会保障和服务体系建设,是目前和今后一个时期我国残疾人工作的中心任务。健全两个体系,目的是在维护残疾人生存权,满足其基本需求的同时,维护残疾人的发展权,促进其平等参与和全面发展。在取得很大成就的同时,残疾人两个体系建设还存在某些不足,需要研究并践行理念创新、制度创新、内容创新、方法创新及平台创新。只有做到几个方面的创新,才能进一步完善残疾人两个体系建设,在制度层面为残疾人提供良好的生存和发展平台。

To expedite the construction of the social welfare and social service systems is a central mission in the work on behalf of the disabled in China at the present stage and for an extended period of time in the future.Apart from protecting the living rights of the disabled and meeting their primary needs,achieving such a goal also enhances their all-round development and equal participation.While some achievement has been made,existing problems still exist which should be researched to achieve innovation in the theorization,system,content,methods and the operational platform.The attainment of innovation in these respects will carry on the construction of the two systems and provide for the disabled a better platform at the system level for their life and development.
