我国老年残疾人口生活护理及康复体系构建研究

Study on Life Care and Recovery System of Elderly Disabled People in China

我国老年残疾人口数量多,增长快,并面临经济贫困与护理匮乏的双重困境。本文从我国老年残疾人口的群体规模、结构特性与康复供求出发,总结我国老年残疾人社会保障体系不健全、社会养老服务不发达、专业护理组织和人员缺乏、卫生资源可及性差、社区及民间力量动员不足等发展瓶颈,提出应完善老年残疾人社会保障制度、开展老年残疾人护理保险、通过购买服务,促进多元主体参与老年残疾人口生活护理及康复的积极性、建立以高等院校和职业院校为载体,促进专业护理人才和社会义工队伍建设、重视农村老年残疾人生活护理及康复体系建设的建议。

China has a big and fast-growing population of elderly disabled people,nowadays,the group is being in the dilemma of impoverished income and inadequate nursing.After the analysis of group size,structure characteristics and rehabilitation supply and demand,the article sums up the problems about life care and recovery system of elderly disabled people in China,e.g.： deficient social security system,undeveloped social endowment service,small amount of care organizations and individuals,poor accessibility of health resources,poor mobilization in folk stregth,therefore,the author argues that the social security of elderly disabled people should be impoved,by building nursing insurance,encouraging the participation of multi-agent,promoting the development of professional nursing talents and social volunteer team and paying more attention to the life care and recovery system of rural elderly disabled people.
