战略转型期的城市总体规划实施检讨与反思——以郑州市城市总体规划(1995—2010)为例

Review and Reflection on Urban Master Planning Implementation during the Strategic Transition Period:Illustrated by the Example of the Master Plan of Zhengzhou City(1995—2010)

城市总体规划是指导城市发展的重要公共政策,也是政府引导城乡统筹发展和进行现代化建设的纲领性文件。基于对郑州市城市总体规划(1995—2010)实施的检讨与反思,对处于战略转型期、经济社会快速发展的城市在总体规划指导下取得的成就以及存在的主要问题进行研究,进而深入分析规划实施偏差产生的主要原因,并对郑州市未来的城市发展和城市规划提出建议和思考。

Urban master planning is the programmatic document for guiding urban development, and the blue- print for government to lead the urban-rural development and modernization. The primary goal of this research is to evaluate the implementation of ＂The master plan of Zhengzhou City （ 1995--2010 ） ＂, research the achievements and major problems under the guidance of urban master planning during the strategic transition and rapid development period, and analysis the main causes of the deviations. Then provide the valuable suggestions for the further development and urban planning of Zhengzhou City.
