The deficiency of rural teachers has already affected the education and some other aspects in rural areas.The application of ＂inverted salary＂ theory is an adjustment of benefit distribution between rural teachers and urban teachers.According to the research done on the background of theory,the cause of the deficiency rural teachers,the basis and connotation of the theory,the detailed measures and prospects,a reasonable migration of teachers from rural areas to urban areas and vice versa is supposed to be achieved.The thesis is armed to offer a guidance to deal with the problem of deficiency of rural teachers.
