商品包装“毛净指数”的建立与推广运用

Establishing "Gross/Net Index" of Packaging of Merchandise and Popularizing Its Applications

针对我国商品过度包装的"度"难以衡量、政策法规可操作性差的现实,提出建立数量化的指标"毛净指数"(GNI)。论证了建立毛净指数的必要性,主张以毛净指数严谨地衡量商品包装的"度",进而实现制约商品过度包装的严格的法制化管理,并对推广运用毛净指数、完善政策法规以及相关的问题进行了探讨。

This paper puts forward to establish ＂Gross/Net Index＂ of packaging of merchandise（GNI）,contraposing difficulty in scaling the over-packaging of merchandise and some policies and laws with insufficient feasibility currently.The paper demonstrated it is indispensable to establish GNI and proposed to scale over-packaging of merchandise well and truly and to restrict it by legalized administrative management by GNI.The paper discussed how to popularize applications of GNI,to perfect policies and laws,and pointed out and approached some correlative problems in the use of GNI.
