摘要
目的促进甘谷县基本公共卫生服务的均等化,为卫Ⅺ项目的实施提供理论支持和实践经验。方法采用收支平衡法、结构式访谈法,并查阅相关机构数据和文献,把定量研究与定性研究相结合,分析甘谷县卫生机构经营的现状,并分析该县进行公共卫生服务成本测算困难的原因。结果甘谷县进行公共卫生服务成本测算的基础条件薄弱,面临着较多的特殊性问题,存在较多影响测算结果准确性的因素。结论调整成本测算要素,建立成本中心,进行成本归集,以满足当地居民不断增长的卫生服务需求。
Objective To promote equalization of basic public health services in Gangu County and provide theoretical support and practical experience for implementation of Health Ⅺ Project.Methods Current operating status of health agencies in Gangu county was analyzed by using methods of balance of payment and structural interview,accessing data and literature of relevant organization and combination of quantitative and qualitative researches.Causes of cost estimation difficulties of public health services in Gangu were also investigated.Results The cost estimation of public health services in Gangu was under weakly basic conditions,faced with more special problems and possessed a lot of factors affecting the results accuracy of estimation.Conclusion Modulating the elements of cost estimation,establishing cost center and conducting cost accumulation may meet the increasing demands of local residents for health services.
