宋代以仁治国,频繁施行赦宥制度,赦免了大量的罪犯。但是宋代对罪犯的宽免是有限度的,一些社会危害性较大、情节恶劣、频率高发的罪行并不在赦宥范围之内。恩免罪行的赦宥制度与惩处罪犯的法律规定是帝王统治的两种工具,这两种看似背道而驰的手段实则并不矛盾。

But the pardon has its limitation, some crimes such as it has serious harm for society, circumstances vilely and happen high frequency, those crimes are not pardon in song dynasty. The amnesty system of crime pardon and the law of punish sinner are the two tools for the emperor overlord his country; it looks like to run in the opposite direction, hut it not contradictory.
