基于CVM的潮滩湿地生态补偿意愿研究——以连云港海滨新区为例

Research of tidal wetland ecological compensation based on CVM——Lianyungang Beach New Area

在调查连云港潮滩湿地生态环境状况的基础上,以支付卡方式设计调查问卷,采取面对面方式调查了638位连云港海滨新区居民对围填海工程对潮滩湿地影响的补偿意愿,及其影响居民补偿意愿的相关因素。研究结果表明:有98.2%的人选择了非0补偿意愿值,平均最小补偿意愿为443.68元/(人.a),海滨新区围填海工程对潮滩湿地生态环境资源影响值(损失值)为1.2735×108元/a;未来20 a内,在不考虑生态效益折旧的前提下,连云港海滨新区潮滩湿地的总服务价值至少为25.471×108元/a;被调查者的职业、对围填海工程的了解程度以及认为围填海工程对海洋生态环境的影响大小等因素对补偿意愿值有十分显著的影响。

Based on the survey of tidal flat wetland ecological environment in Lianyungang,the designed questionnaire by way of payment and investigation of 638 Lianyungang residents in seaside new district about compensation will for influence of tidal flat wetland caused by the reclamation were done.The result showed that 98.2% people chose non-zero WTA,The minimum WTA average was $443.68 per person per year,The annual aggregate loss benefits of degenerating eco-system services of Lianyungang tidal flat wetland was $1.2735×108 one year at least.In the next 20 years,without thinks about the depreciation of the eco-efficiency,the eco-system services of Lianyungang tidal flat wetland at least was $25.471×108 one year.The job occupation of the interviewee,acknowledge of the reclamation from the sea,influence of the reclamation from the sea was very significant to WTA.
