中央级农业科研机构财政投入分析研究

Analysis And Study On Fiscal Input Of Central Agriculture Scientific Research Institutions

通过对中央级农业科研机构获取的财政投入总量和结构、基本支出和项目支出的投入支出情况,以及三类不同机构的获得的国家差异化支持进行分析,发现存在农业科技投入总量严重不足,财政投入与实际支出不配比,拟转企科研机构和转为业务类事业单位获得的支持力度小等问题。为此,针对性地提出加大投入力度、保障全员经费以及无差别扶持等建议。

This article analyzed the gross and structure of fiscal input that central agricultural research institutions obtained,input and actual expense of the basic expenditure and project expenditure,and government giving diffident supporting to three kinds of different institution.We found agricultural science and technology input is seriously deficient,fiscal input did not match actual expenditure,institutions being ready to turn into enterprises and turning into public-sector organizations did not get enough supporting.Accordingly,we suggested increasing fiscal input,ensuring personal funding and giving undifferentiated fiscal support.
